What do you recommend for the software on SQL server clustering?
Do we need to pay extra cost for the clustering if we use MS SQL Enterprise on Windows Enterprise server?

Clustering SQL Server 2000 requires Enterprise/Advanced editions:
Windows 2000 Advanced Server (or Windows 2003 Enterprise Edition) is required for clustering Windows. You don't want to try clustering with NT 4.0 Enterprise Edition.
SQL Server 2000 Enterprise Edition is required to cluster SQL Server 2000 on top of a windows cluster. You probably don't want to try clustering SQL Server 7.0 at this point either.

Are SQL clustering and SQL 2k Enterprise a seperate installation? If so, which one should be installed first?

If you already have two (or 3 or 4) Windows nodes clustered, when you install SQL Server Enterprise Edition, it gives you a choice of installs (virtual server vs. local server).
