A bill rate of $90-100 per hour but you must have SQL server 2005 skills specifically in SSIS (SQL server Integration Services) and/or SSAS (SQL server Analysis Services).

That is an excellent bill rate, especially for the midwest.
Besides the early adopters and beta testers, there are really few people with actual SSIS/SSAS skills in the world, and half of those work for Microsoft. I'm sure you're aware of this already, but it seems to me that a conservative approach would be to hire an excellent DTS/DW engineer for 50 USD/hour and have them transition to SSIS on the fly. It isn't a huge tech jump by any means and I would imagine it would shorten the delivery time significantly.
How would one go about evaluating ones' skill when almost no one has the ability to differentiate between actual skill and white paper knowledge?

I wish that I could help. I've been using SQL 2000/DTS since it's inception, and still have yet to understand all it's intricacies. I'd love to get started on SSIS, but my company, like most, won't consider switching to a a new product that is so central to an internet-centric business.
