We have a SQL 7.0 on NT 4 that has many DTS packages that import data from text files, DB2, AS/400, and other SQL 7 into several SQL 7 databases. Within these packages, we use 'xp_send_mail' to send mail to the team to notify certain task is complete or fail so we know where it fail. Whenever it fails, most of the time the server just hang and has to reboot and the package has to rerun. Everythin is pointing to the 'xp_sendmail' causing the system to hang when it cannot send to mail due to exchange server or network connectivity. Has anyone experienced this before?

Always It's an issue with xp_sendmail, I think it's not reliable tool.
Here is a good tool you can incorporate to you SQL box and forget to have more problems with emails.
