Interesting question.
It seems odd that EXPLAIN can't be used with MERGE statements.

I remember using EXPLAIN while coding in DB2 on a Z/OS mainframe in the '90's.

Someone must have used DBCC TIMEWARP to provide you with Z/OS in the '90s. It wasn't released until the end of March 2001 (Z/OS V1 R1 release) and wasn't even announced until October 2000 (I guess some people may have got hold of a pre-release version, but surely not befoe the product was announced).

I started using it in late 1999 (could have been a beta or pre-release version, can't remember - actually, that might explain some of the issues we encountered then, now that i think of it)
