Most probable reason is Hard Disk . Can you check if the disk is working fine. If the disk is OK check if there is enough memory available on server.

This seems like the replication existed earlier also and was not properly removed.
Can you see the same stored procs without _1.

First thing to make sure is that the service Account you are using should have admin privileges.

Changing the IP address looks fine but take care of below points:
Make sure the application doesnt use hostname for connecting.
The Primary server should be offline

Where do we setup this account. I dont think I remember setting up distributor account manually. I think its done by SQl while setup of replication

Run "select * from sysusers" in the database and locate the entry for this user. If found delete it from sysusers.
