we had a problem yesterday with all jobs skipping their schedule on a server for a small time frame at regular intervals. No information in the windows logs or event logs. We had restart the server to fix it. I was not able to connect to the sql server thru ssms.
A severe error occurred on the current command. The results, if any, should be discarded. (Microsoft SQL Server, Error: 0)
I am trying to find out what exactly the issue is?

There are multiple causes for this message. Without more information, it's really hard to suggest what it might be. Have you checked the error logs on the server to see if there are any indications there?
